Clinton has promised to save the budget surplus, expected to be $70 billion this year, for Social Security, which will run out of money to pay all beneficiaries early in the next century if nothing is done. Social Security is also rapidly becoming a hot-button issue. Republicans say the real issue is more effort at the local level to improve schools and teacher testing to weed out inept or burned out teachers. They want $5 billion to repair or modernize 5,000 schools, not passed by Congress. Democrats are touting Clinton's plan to put 100,000 more teachers into younger grades over five years and are pleased that the first year's funding was approved by Congress. What they want to do about it differs widely. They have a nagging fear their children don't know as much as children in other countries and will lag behind in the global economy. The one issue that candidates are hearing again and again, whatever part of the country they are in, is education.
